我的解决方案：

1. 运行

gpedit.msc

启动方式： 开始菜单->运行->输入“gpedit.msc”->确定

2，进行修改：

Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> Security Options -> System cryptography: Use FIPS compliant algorithms 

我的原先是已启用，然后改成已禁用就好了。（双击进入）
